Elvis Rosario has been serving the Hokie Nation since 2016 when he relocated to Blacksburg from New York City and has been with our department since 2019. He currently serves as the Emergency Planner, with programmatic oversight for departmental and organizational emergency planning, special event emergency plans (SEEP), and is one of three FAA certified sUAS (Drone) pilots in emergency management.

Prior to joining Virginia Tech, Elvis had successfully retired from careers with the NYPD and the US Army. He has over 30 years of practical experience in law enforcement, emergency management, personnel administration, supervision and training. He seamlessly translates these experiences in support of our organizational efforts; whether they be for outreach, collaboration, mentoring, or representation. He received his bachelor's in liberal studies at Excelsior College at and holds a masters in public administration from John Jay College. 

Elvis is active in local veteran issues and currently serves as the Vice-Chair of the Virginia Tech Veterans Caucus.
