Phil joined Virginia Tech Emergency Management in 2025 and serves as the Senior Meteorology Consultant. Prior to this role, he held a variety of forecasting and management positions with the National Weather Service (NWS) over a 35-year career in Missouri, Kansas, Ohio, Kentucky, and Virginia. His positions included serving as the Warning Coordination Meteorologist at the NWS office in Blacksburg.
During his tenure with the NWS, Phil provided decision support services and forecasts for major events including the Deepwater Horizon incident in 2010; presidential nominating conventions in 2012 and 2016; and the National Scout Jamborees in 2017 and 2019. He also served as a team member and co-author on the NWS Service Assessment Team for Hurricane Harvey in 2018 and the Northeast Flash Flood After-Action Review Team for the July 2023 event.
Phil holds a Bachelor of Science in Atmospheric Sciences from the University of North Carolina at Asheville.
